Maybe that just doesn't suit your style of play. I found that Thalan Industrialists give me great results (once I'm past the initial spending squeeze).
You need to have the technologies that allow modules. For military bases, Starbase fortification, for instance. For Economy/Resource bases, the industrial techs are required, etc. Then build constructors and send them directly to the starbase you want to build up.

I never used to use that, but decided to try it finally. Luck is the best possible value for a single attribute point! I'm considering stopping using it because it gives such a big advantage.

There are plenty of people on these forums who can easily beat the AI at that difficulty level; I generally can too. I don't think it's cheating. On general principles, set up some trade with AIs who are likely to be hostile, and give them small gifts - this will buy you some time. Delay creating a large military as long as possible just make enough ships to be a deterrent in order to devote resources to an exponentially increasing economy. I'd really like to see resource-trading made available. For instance, it would be cool to be able to trade 25 points of military resource to one of my minor race puppets I mean friends, especially for a limited period. Or to buy morale resources... etc.
I'd settle for being able to being able to set my starport to "continuous production" so that if my planet has a military production of 400 and I'm building a design that costs 325BCr, that 75BCr are carried over to the next ship. This would be especially usefull when mass-producing constructors.

Yes, you must permanently sacrifice a tile which cannot be reclaimed. I often dedicate a mid-high PQ planet with no bonus tiles to warehouse my wonders in (I buy more than I build) so as to avoid cluttering more productive worlds.
I'm hoping that Diplomacy will be improved also. The current system is sketchy, but there's a lot of potential there.
