The YOR have the Super-Ability (Super Isolationists) that anyone who moves through their space has their speed droped by 2 (in sand box mode). It sounds like it is affecting the campaign also. Maybe the ability is beefed up for the campaign. Take a look and see if your speed is only dropping when in their space.

I have never used War Profiteering before but now I wanna try it! A big part of my strategy when I play 'evil' races is to have the minor civs attack the crap out one race at a time then I clean up when they are weak.
