As far as I know, the "alliance" option only shows when the potential ally has a status "Close" towards you.

This is nog a beta bug specificly. I make abundant use of this feature in Dark Avatar when invading an opponent with weak soldiering. You need to refresh view of the planet or indeed the old morale will still be displayed. Doesn't work the same way with farms, a spy on a farm takes effect the next turn.
If you focus your factory output to research, 25% is converted. It's part of the "all factory" strategy, you build only factories, and put your research slider down to 0%, then you focus all planets on research. That way, you only have to build factories and don't waste any of their "potential" production. Did you perhaps declare war on them, before you actually met them? (Possible through the diplomatic screen, by promising a race that you did meet to go to war with a race you didn't meet.) Were there any actual hostilities or was it a was withour a shot being fired?
It doesn't consider the value of a planet much. (Though which planet you offer DOES make a difference, if they want one planet more than another NEVER give them that one planet unless you're anxious to get rid of it, because it's a much better planet if they value it more.) You are quite right with your second post Nickziller. Bug #1 and #3 have been fixed by now, just need to update to the latest patch. Not 100% sure about #2, but it's been ages since I've seen it happening, so I am guessing it's fixed aswell.
I only pay attention to "overspending" on military ships in the early game, the difference of a single turn can decide whether you get that awesome planet or the competition does. Lateron it simply costs waaaay too much friggin' time to micromanage that (especially when you have more than 5 planets). Just not worth the hassle. That said, I often do end up with planets that have too small an output MP wise to build the bigger ships. (Usually taken by force from enemies) I assign them
For me the game is generally over before I have won it. I only continue to get that win screenm I have absolutely no desire to continue as you can't win "unfairly" in Galciv. (There's no Game winning "Wonder", tech/ascension victory take you out of the galaxy, so there'd be nothing to play with...)
Darn you Sole Soul, are you abolutely sure? (Cause you appear to have left room for doubt :P) An overall 3% research bonus is usually quite worth it, so if it's really that, it is the most interesting ethical choice...

I assume it's also factored in, invading enemies that are way ahead in tech does seem to cost me more soldiers, but to be honest I never did the math on it. But for invasions soldiering just makes bigger difference than tech level...
Lol yeah, that works. I usually name them "Race" Gift "Number" because I simply cannot be bothered to jot down the names and numbers of the ships I want to gift, and giving away the wrong ships can be a pain. I once encountered a gifted ship of mine on the opposite side of the huge map...
I'd say it would've been called +3 Research then, rather than +3 tech. Ethical events are rather accurate in the mentioning of percentages and even more so in calling it "research" rather than tech. Had the "plot all courses to the middle of friggin' nowhere" once in all my games. It is excruciatingly annoying but I read somewhere that it is also non-reproducable (and thus hard to find) for SD. Mining a resources requires you to build a starbase, so yes. As long as the structure is closer to the "border" than the previous closest object, your range will extend. I usually send a single constructor out in the dark and construct an economy base to extend my range if I can't get something 'functional' like a planet or resource.
Had it happen to the Krynn once. All game I'd been orchestrating a war between the Korx and the Krynn (who were close neighbours in a huge galaxy), nearing the end it became more and more difficult to prevent the Korx planets from defecting. I had just orchestrated a war against the Terrans by the Krynn and myself, when I got this notification. I thought "Damn, I only get a notice at the last tecg before tech victory?! I'm screwed!" Well... I am not sure if it's the correct answer, but I always assumed the following: +3 Tech problably has bearing on the "tech level" that is displayed during invasions. During the endgame my techlevel tends to get OVER 9000!!! (poor attempt at lame internet joke, disregard it) Well, near 200,000 actually, maybe even more. +3 Doesn't really seem to make a dent... And for all I know, it might be planet specific, in which case it REALLY doesn't matter... Si

The whole problem for the Arceans is reaching the end game. Once they get there, they're nasty buggers to kill. Their smaller navy can wreak havoc on other navy's with that first strike thing.
