One of the editors that will ship with Twilight is called a scenario editor. It allows you to set up all kinds of conditions, (such as teams). Stay tuned on Twilight's beta updates, as we just might put this handy editor out during the beta stage.
Only the map editor has been released with the beta so far. Stay tuned though, because subsequent updates to the beta will eventually include remaining editors here and there, as well as occasional usability updates to editors that are already out. Cheers, ~Charles
Rock Band is awesome. I play it quite a bit on my 360. Favorite part is the drums, for sure. I also own Guitar Hero 2 and 3, so I have plastic guitars laying all over the place! ~C

Get your ideas down and starting prototyping an application to test out your ideas. Don't let the scarcity of the exact art or sound fx you want in your final game be a bottleneck to you getting something done that is playable in the first place. A complete game with crappy art beats an incomplete game with awesome art hands-down.<
There are limits, and the editor will tell you when you reach them (pop up a warning dialog). If I remember correctly it's around 1000 for stars and 5000 for planets. ~C

So when the game loads this map and "allow homeless players" is set to true, (theoretically, IIRC) then it'll allow those ships to in fact be owned by that "homeless" race when the game starts.
