I'd also suggest some sort of sense of time. If I have a military that looks good on paper for some reason--say it's sitting next to a bunch of starbases near my homeworlds--the AI is impressed. Never mind that I have 10 tiny fighters and they have 10 battleships and 40 cruisers. On the other hand, I can take over literally two dozen or more planets in one week with only 6 Huge ships and a lot of transports, and the AI will mock me for my lack of a military. Oh yes. I once had my allies, the good Iconians, surrender to the evil Drengin. They weren't at war with the Drengin, nor were they allies with the Drengin, and they (Iconians) had been my allies for many in-game years. Well, the government holiday is, unfortunately, deliberate. I don't see why they can't disable ship movement too in that time, but meh. I don't have the other problems, but I DO lose all my Rally Points (I have to set them again for all my colonies, it's a major pain).

You need good relations to get the option to form alliances, which means "Friendly" or "Close." This can be done by bribery, but high military strength does help. As for the Drengi: If it doesn't work to simply influence them, try a mass surprise attack on their colonies. It's often feasible to crush planetary garrisons & invade the worlds in the same turn, which prevents the AI from responding with its fleets. (I suggest maxing out your engine techs before you try a rush attack, though.
I can't start new threads in Firefox and Opera, or IE. That's been going on for a couple weeks, and I'm definitely not the only one having that problem. I have no idea. But that said, why do you need sound in space? That's one of the first things I turned off (after Music and Starbase Upgrade Confirmation). Then again, I play Wing Commander with my speakers off too, maybe I'm just weird like that.

My guess is that Diplomatic voters would mostly go Political, and vice-versa. (My first was Diplomacy, my second would be Politics, my third would be ship design, after that I'm not sure. Tactical Combat is last, though.)
I'll add my praise. The AI in my current game (they're on "Intelligent") is much better. They're doing all kinds of complex political maneuvering. Right now, it's my Thalan-Dratha alliance against the Arcean-Iconian-Torian axis and the Arcean-Drengin-Korx compact. Fun times.
Hmmm, interesting. Last one of these that came up, I suggested installing the game while in safe mode (which is what I did when I had this problem, and it worked). But you say that's not helping you? I don't know about that. I once took over the galaxy with seven huge ships with Doom Rays and Zero-Point Armor. My enemies mocked me literally until their final turns. Well, I'm playing as the Drath (who, in their story, are good at manipulating politics to play other races against each other). I was going to say "Heck, the way tiny ships without defenses work right now, they're basically missiles already!" Really though, one should be able to build missiles at a military starbase or huge ship, which you can't do with tiny ships. So yes, I too would like to see mega-missiles.
