No. The AltarnizedUI features many changes to te UI all aimed to reduce mouse movement and speed up play. I included it in APT2.0 and adapted it for the CU. It is not an official part of the CU but an add-in.
You might want to try running the game in compatibility mode. Windows XP SP3 might work.

Fixed a bug in CUFI. The Campaigns were installed into a subfolder in the Campaigns folder.

Hello there, I play TotA quite a lot on Windows 7 64 bit and it runs just fine. Lock ups and crashed can happen. If you had to pick a compatibility mode I would go with Windows XP because GC2 and it's expansions were developed during the XP era. Good luck.

Many techs are shared between races so there's only a handful you'll need to study. Keep a sharp eye on which techs unlock Super Projects, Galactic Achievements and Trade Goods.
