another idea if you wish one : include a stripped down version of the original game inside the expansion box (for example : galciv2 with a limited number of races available , or a limited number of opponents... or any combination)
Try that on obscene or higher difficulty and tell me you had success. without going that high it could be interesting to see if the thread starter is that successfull with intelligent difficulty

may I suggest that you set all races to intelligent (no random options at all) ? and cheat your way through it (cheating will allow you to really see how things are going for each race and will allow you to not focus on yourself and still not be stomped badly) as random judgement errors are thrown into the equation at lower difficulties it's quite difficult to draw conclusions on those ... (terrans may have been very very unlucky

I don't know what is your problem so I'll tell you what I have done that worked for me : -1: install the game -2: at the first few install screens the game will ask for your serial number and if you wish to put it write it -3: install sdcentral -4:update the game sdcentral should autoregister your game

AI has been heavily modified in 1.1beta versions are you running the latest beta or 1.0X ? if you are running 1.0X I would suggest you wait for 1.1 final to be released (because beta are often not completely stable versions)
I'd suggest uninstall+delete galciv2 folder + backup & delete My Documents\My Games\GalCiv2 +reinstall + update to beta4 and retry
did you see that your debug.err mentions beta3A instead of beta4 ? I'd suggest uninstalling & deleting the galciv2 install folder then reinstall +update again
this particular bug (AI selling ressource starbase to the player) should be adressed in 1.1 from the 1.1beta3A changelog + AI wont' "help" you by giving you starbases to fight wars. + AI is much less likely to trade away mining starbases. the tech trade thingy is also heavil
