512MB is bare minimum to play this game. And what do you mean by "max" for virtual memory? The rest of your hard drive? If you could post the debug.err info it might help.
If you want the easy way to see the default abilities and techs, just open the RaceConfig.XML file.
There is only one page file, not multiple, and it is static. But the comments about dxdiag from Tarlynn sorted it out. It is calling everything the pagefile, not just what is set for the swap file on the hard drive. And I would set it to a second physical drive if I had one. As i said, my page file is set to 128MB. It is a static page file right at the front of the drive. The game takes over and creates a 3GB swap file. I want it to remain at what I set it at, which is 128MB. It is set at 128/128 megabytes. With 3GB of ram, it should not be in use at all, much less nearly 400MB worth. I'm pretty sure the Mind Control Center is not just an in game planet improvement. The devs found a way to incorporate its function into each computer GalCiv is installed on. Much like a virus, but much more subtle. This thing that they do is modify the EM emmisions, effecting our brainwave patterns. That is why we find it so difficult to walk away from the game, or even use the computer for any other purpose.
Try matching the desktop resolution with the game resolution and see if that helps. The game is set to 1024x768 and your desktop is set to 1152x864.

Well, a lot of the machines that won't run the game were using SP1. I'm not sure if it required, however.
If you don't want to spend the money on the OFM, get your ships out of orbit, fleet them up, and put them back in orbit. they will remain, and fight, as a fleet.
The sound does get a bit choppy at times. I think it is during intense cpu usage and/or pagefile swapping. When mine gets too choppy I'll save the game, exit and reload the game. It helps.
You can set each planet individualy from the planet screen.
And I see several problems from the debug. You are on Service Pack 1 of WinXp, not Service Pack 2. Both your video and audio drivers are way old. You need to update things, and then try the game again.
The folders in the My Docs\Games\GalCiv2 should all be empty unless you put something there. The main GalCiv2 folder will hold your save game files, the Prefs.ini file and your customraceconfig files. Then there are the folders for ships you have created in the game and the mods folders. All the installed content is contained in the C:\Program Files\Stardock\TotalGaming\GalCiv2 folders.

I just tried something else. Putting 2000 in a single advanced troop carrier. I got the same results you did, it would not carry any troops at all.
Yes, but when you have to go to virtual memory everything slows down. Hard drives are much slower than ram.
The triple yellow pyramids are the 300% research bonus, not the 700%. And those are pretty common.
I think the problem may lie with the Category field. To really hold people it has to be Capacity, not Cargo.
Well, one reason has to be the great support. I have never seen any program supported so well as is GalCiv2. My hat's off to you and your team Frogboy. You are the only ones I know of that actually have such a close relationship with their customers. Most others simply do not follow up on the promises. I have never seen one either. I was wondering about a 700% research tile since there is a 700% manufacturing tile, but I thought there wasn't one at all.
