And i have the same problem with setting the 'Build Ship' to None in the Quick Build screen, as well. And is is always after a battle, like you say.

I just replaced my mouse wth a Logitech MX1000 Laser Cordless Mouse. Nice mouse, but I lost the rotating function of the right mouse button. I can reassign any button except for number 1 and 2, and I figure the second mouse button's default function works to rotate in GalCiv. So, why did mine stop working? The zoom functions work fine, as does scrolling, just not the rotate. Never mind - it's working now.
The most powerfull tool in the Neutral arsenal is the Neutrality Learning Center. Plop down a couple dozen of those and you will research the Doom Ray (and defenses like Zero Point Armor) in no time. They are cheaper than the other research facilities, and they give a higher return - 22 vs. 18-20.
But you can give ships to a minor race. I do it sometimes. I tend to protect them, since everyone else gangs up on them.

Get the Neutrality Learning Centers. They will give you some awsome research abilities.
My way is this. I build no military - period. I research. And as soon as I can I get Xeno Ethics so I can align with Neutrality, then research the Neutrality Learning Centers in the Research branch. Those give the highest research return, and soon I have the most powerful weapons and defenses. Build your own survey ship with 4 or 5 engines so it has a high move count. Set a couple of those loose early on and you will snag most of the anomolies.
