Well Warhammer 40k got good concept for space mine fields. And regarding speed reduction - here is an idea - reduce speed for small ships and damage capital ones. For example starbase or improvement can decrease enemy movement so it's the same but for example for 3x3 cells - whole 3x3 area reduce damage for every ship class and if capital one pass through center cell - it's taking damage.

That seems strange that squares wich was gained by habitat/soil enr/ terraf never get bonuses like initial ones - +n% to manuf/etc. By logic it should be reverse for ruins - for example - there are wasteland - after building habitat your workers discover some ancient ruins or mineral deposits that was preiveously unavailable due to hostile enviro of that square.
Here is a trick I've found. Surely others recognized it too but for those who didn't: For example you got class 4 and class 10 planets near. First colonized planet should be poor one and only second colony ship should move to high quality one. Better assemble UP in shorter periods - for the time beings UP sessions are far too rare and, in truth, unimportant. Tax for bases is not that important for UP level of meeting. It seems that AI assemble fleet with transport just cuz there was ttran and some ship around, and ifthere would be two transport he'll assemble 2 tran fleet. That's for sure a bad choice for realism, even in dreadlords - if it was possible to make only 10 Dreads available to transport it may be possible to make transport ships like 30 logistics-worth so noone can join/guard them.
Civ III and IV got one great feature - AI NEVER let his transports move without protection, even if transport in sea seem alone then there is a submarine with him. So it fails any logic that transports are moved without protection in galciv II. Lately ai begin to assemble fleets with transports but that's a little help cuz at the beginning you can add n+1 levels on defenseless AI transports that just move to your worlds even if there ships orbiting. Better implement idea of refit for ships as being proposed, wich would take several weeks but cost "normally", not 1000bc for adding one sensor or such. Normally it'll much more easier to make new than upgrade, only ultra-elite ships worth spending bc on 'em.
Can't wait to lay my unholy hands on that. And hope AI would value techs more and won't sell it to everyone)
