When a race declares war on me, I never relent, regardless how how much they beg for peace. Chances are, if they're going to declare war against me every time they think they have something over me, there's no point in maintaining any peace with them at all. The main problems I have with starbases is that for the investment that you dump into them, they are too easily destroyed. I know, it was that way with Babylon 5, Deep Space Nine, and that gigantic, floating musroom-shaped space dock that orbits Earth (again in Star Trek.) I was never a fleet kind of person. Depending on the political landscape I'll project power in one of two ways. I don't think it's an issue of no one caring about it enough to fix it. It's just that whenever there's a list of bugs to patch up, you definately have to prioritize which bugs seriously affect game play and which bugs are "mechanical" in nature but don't actually stop the game from working. Think of the Colony Rush as a long-term investment. The more you colonize, the more you spread out your people but eventually it pays off big time. Just remember to keep building farms and entertainment complexes. Another thing that can help you is if you tweak your race so that they reproduce faster in the race setup screen.
Actually, I've always wondered why you don't get all of the technology and assets of an empire after they've surrendered. You have a chance of getting their tech when you invade their worlds. You sieze their planets. Why not their starships and starbases and whatever remaining technology as well? Would this make you too powerful? Perhaps. But there should be some other tangible benefits beyond having more land to manage.
The military rating that the game reports is only intended to give you a rough estimate of an empire's total military capabilities. It does not, however, measure an empire's ability to project power effectively. For example, if the Altarians have a military rating of 608. Have you build a Galactic Privateer improvement? It's supposed to keep your stuff safe from Pirates... Or at least your shipping lanes anyway. Every time I build one I never see pirates on my turf; they just plague everyone else.

I wholeheartedly agree. Sometimes I don't want to make planetfall and commit to a messy war. Sometimes I just want to bombard a world into oblivion and move on. Granted, that would make it a little easier to achieve a Conquest victory but if some enemy was doing that to your planets, it would increase the sense of urgency of the situation and pose a bigger challenge. Let's have Planet Killer technology!

Just make sure that you spend some time researching social stuff and not weapons exclusively. What will wind up happening is that you'll have the upper hand for a while. But then the other races will surpass you socially, gaining significant ground in research and commerce. It'll only be a matter of time before their ships will be better than yours and you'll wind up in a world of pain.
