Having a fast fleet nearby is better than ships in orbit. The fast fleet can attack the enemy ships/fleets and thus get the attacker advantage and your planet does not need a Orbital Defense Manager. Ships in orbit do get an attack/defense bonus though.

I think the sandbox game is a lot more fun than the campaign. You want to put your best foot forward with the demo so the player can see just how good the game is but leave them wanting more. I would give them the entire game (minus the videos to keep the size down) but limit the number of turns to 100. That is enough to satisfy their curiousity but ensure they will want to upgrade to the full game.
The cost of a starbase is based on the number of starbases you've already built and how big the galaxy is. It is reduced by your logistics ability. What is the formula for calculating the cost?
Anyway, it would be nice if games allowed you to replaced their music with ones we prefer. Isn't the music in GalCiv2 just MP3 files? If you don't like them then just create a MOD with your choices.
The tinies have less hit points individually but they fire 3 times for each time the huge does. If you are firing on an enemy that has defenses each attack must first overcome those defenses before causing damage. So let's say that you have 3 tiny ships with attack 8 against effective defense 8 vs. 1

Brad had previously commented that he was considering getting rid of the overall spending slider and replacing it with a research and production slider in version 1.1. (Of course you would need to have an additional slider to subdivide the production between social and military) This would solve the problem that you are talking

SEIV's AI is atrocious! It would not redesign it's ships to counter my designs! It also was horrible at tactical combat so if the outcome was in doubt at all I would take control of my ships in tactical combat. This got very tedious!!! I like that GalCiv2 has not tactical comabat!

Which bonuses are you referring to? By design the defense bonus will only be applied to ships with at least defense 1 in 1 of the 3 types. In other words ships with no defenses will not benefit from the defense bonus.

Another possibility is his military spending is not zero but low and being sucked up by his other planets with greater manufacturing capacity or a focus on military spending. What happens if you set your focus on this planet to military spending? EDIT: After re-reading your post it seems like your problem is empire wide and not limited to a planet so disregard my post. Wednesday night I won the 4th Dread Lords campaign on level Tough. In the end mission summary my military score was lower than the Drengin! I destroyed 75 enemy ships(including many Dread Lords frigates), lost only 1(a constructor), and lost 1 Billion troops invading the Drengin planet giving me a score of 502. They only destroyed 1 enemy ship, lost 24 ships, and lost 10 Billion troops due to my invasion of their planet giving them a score of 599! W
