Military Starbase bonus bug

Sometimes the military starbase bonuses to not apply at all, is this a bug or is there something im missing?

Which bonuses are you referring to? By design the defense bonus will only be applied to ships with at least defense 1 in 1 of the 3 types. In other words ships with no defenses will not benefit from the defense bonus.

i dont get the offensive bonus either

Offensive bonuses only apply to ships that already have weapons. Also, if you click on the starbase, you will see the range of its influence.
