When I am zoomed all the way out I cannot tell which item is selected. The blue ring does not increase in size so it is covered by the icons.

The Research Academy is not an advancement to Research Center.
When the planet list is up I cannot scroll to the left, along the list. If the cursor is on the edge above or below the list it scrolls. A window overlap issue?
On the planet list: It would be very helpful if, when I have a ship selected, I could right click on a planet and it would set that planet as the autopilot destination. To faciliate this, planets that are out of range of said ship could be have a gray film (gray out) appearance. The main application for me would be colonizing but I could see other uses as well.
It pops up over any screen I go to except the planet screen. Which can be an issue. I personally feel that there should be a button(s) that will bring up the GNN reports and the last Quarterly Report. I remember at one point there were some buttons over on the far left that had nothing attached to them. Could they be put back with the "special" reports attached to them so that after we close them we can get back to them.
When it gives the status report is says Humans ... Problem is that I am playing a custom race called the Tessla and the humans aren't even in the game. Think this is just carry over from GC1.
Under interface I have Follow Auto Pilot Ships selected. However this does not occur.
The Menu Button does not work when the Planet List is up. You can however get to the Menu by press ESC still.
It takes about 2 minutes from the time I tell the program to run, until GalCiv2 actually appears.
When the GNN report pops up saying that an Entertainment Center has been built is reports that Morale is 1%. When selecting the Entertainment Center from the planet screen, it says that Morale is 10%. When I build it the morale of the planet went from 67% to 98%.
Well Stardock Central is down for me.
I likewise have suffered this issue. For me it is always a 2 minute wait plus or minus a few seconds. (Yes I was anal and timed it).
More information at the higher levels. In GC1 I saw no change after a certain point, even though it kept saying I had reached of new level of infomation gathered.
One of the tings I would really like is that in the Research screen when I right click on an improvement that a technology gives me I get the information displayed such as when I am building an improvement on a planet. That way I can judge wether it is worth my time to research that tech now or later.
I noticed when I did a complete reinstall the custom race no longer had an increadible number of tech points to spend. I think the corruption is in anything that was carried over from non-defaults.
Third Issue: Douple clicked on the custom race picture at the race selection screen and got kicked to desktop. First issue: It takes 2 minutes to start up in either Full Screen mode or Window mode. Second Issue: Attempt to save custom race and it returns to desktop. No error message or anything. And nothing in my debug.err file.
