Your best bet would be to look in the RACECONFIGXML files of the specific custom race. If you've never messed with these files before, they can be found in the directory C:\Program Files\Stardock Games\GalCiv2\Mods\Default\Data\CustomRaces When you open one, it will ask you to choose a program to open it with, as for myself I use Notepad, but Word Processor will work too.

Once you're at this stage, you'll see the full list of the race's statistics. Even if there is not a specific stat for customization points, all the abilities of the race are on display, so you can increase/decrease them for free, that is, without the use of customization points. This method will even let you create really unbalanced races if you want to. (Unless I'm mistaken, this is how Stardock created the Dread Lords and their terrifying lineup of powers.)
