PROBLEM: Cant create mod folder

I cant create my mods folder. I ofcourse can make one but it doesnt show up in the
game (under options) to activate. I know for certain I have all the files correctly
placed in maps, there is a description and everything.And im using the latets version
of the game. My mod uses .xml and .jpg files (that work if you extract them manually). But somehow my mod cant be reconised by the game to be activated or even seen at all.
Galciv/mods/Stargate modification v1.2/
after that come all the subdirectories (correctly spelled and placed) with all the files in the correct place. I know it is correctly spelled because I used the subdirectories of a mod that is working (I ofcourse whiped all the files in these directories -> no critical files). Am I missing something here?
