Bug? Counter Espionage center doesn't remove spy

I'm playing on a gigantic map started in version 2, upgraded to 2a. Reasonable early into the game I got a (mega?) event which placed a spy on all colonized planets (mine and AI players). At the time I already had about 60 planets, and I am busy training spies to try and remove them. Then I noticed the counter espionage tech which gave me the Counter Espionage Center planetary improvement. So I started building this on planets which still have a spy (around 45 at the moment) but when these centers are completed they do not remove existing spies. Is this a bug or working as intended?
It seems rather unlogical to me that when you builed something that protects the planet from spies, it doesn't remove existing spies...

AFAIK it is not intended to remove spies that are already present; you still need to do that yourself. It just prevents new ones from being placed there.

I also noticed, that I could place spies on planets under the rule of "super spy" race. I think you should not be able to do that.

I like the current way it works and am happy that present spys aren't removed. The "super spy" ability is weak imo perhaps if it started with more spys it might be more appealing prob only against one opponent though.

They no longer get that automatically, they just start out with the Counter Espionage tech.

A civ that has the Super Ability: "Super  Spy" starts out with the Counter Espionage technology, which enables them to build the Counter Espionage improvement on their planets right away.  They also start out with an agent to use right away.

You can only have one Counter Espionage improvement per planet after you get the required tech, and as its description indicates, it prevents spies from being placed on that planet from that point forward.  It intentionally does not get rid of any foreign agents on the planet that were placed beforehand, because that would be cheesy.
