This may have been addressed before in other threads but I'm being lazy and will accept any "n00b" flames tossed my way.
Soil Enrichment, Habitat Improvement, and Terraforming all add tiles to planets you currently possess. My question is this. Why can't you add tiles or rather, make PQ 0 planets inhabitable? Or why can't you make small outposts on those planets? That would certainly add an amount of strategy to the game.
Right now, if I'm playing and I find an entire system of PQ 0 planets I immediately forget about it because it's worthless. What if you sent constructors to those planets to build military bases, economic bases, or research bases? They couldn't produce as much as colonies themselves but they could still serve useful purposes.. i.e. extending ship range, adding specific research bonuses, or even defending approaches from different neighbors.
What do you guys think?
