It doesnt seem so.
1.1 was supposed to make the AI more picky on what techs it trades, right? Well, it works when you're trying to get one or two techs. But it utterly fails when you trade in "bulk". AI really does want extremely good deals when you're trying to get a single decent tech out of them, that's an improvement. But just and exchange 8 techs for 10 and voila, you've just got the computer opponents to trade everything to you.
So my suggestion? Make the AI hold on to weapon techs NO MATTER WHAT. Make it so you have to be friendly or better to get weapon techs out of the AI. ANY offensive techs, such as planet invasions. Or even defence. Right now it's so easy to stay on neutral terms and get the techs. But the enemies shouldnt be willing to trade most stuff on neutral relations, they barely know you, right?
