Seems to stick with the old PQ. But either way, there should always be AT LEAST as many tiles as the rated PQ, and generally more (terraforming seems to give a minimum of 3, one for each level of terraforming, to my other worlds).

It looks as though, playing with a planet quality bonus, I sometimes get planets that have a higher planet quality than their total number of usable tiles. I am not sure whether this is caused by the quality bonus or by something else. But I should not have a Quality 7 planet that has a total of five usable tiles including the base colony, especially given that I have terraforming and an orbital terraformer.
No, I mean, if I put a point into soldiering, to get +10%, the +10% replaces the +25%. If I then remove the point, I have +0%. I have lost the bonus even though I'm not putting in any points. I think either they should come back when I uncheck them, or I should be able to trade them in for points that I can spend on something else.
Econ bases can affect something other than freighters? Well, right back to "wish I'd known".
Oh! Then I guess the bug is, if I select a soldiering bonus, then unselect it, the +25% bonus goes away!
I recently upgraded to 1.2. My custom race had +25% soldiering (not even possible as an ability!), which survived several attempts to reset my points; I finally ditched it by resetting points, buying soldiering bonus, and then ditching it again. I mean, not that I'm complaining about a free bonus. But it still looked like a bug.
Late in the game, it becomes prohibitively expensive to bootstrap new planets, because the only available manufacturing thing is the manufacturing district. It would be nice if there were a way to build, say, plain old factories, even though they'll later need to be upgraded, to allow for a bootstrapping procedure to cut down on the expense of buying a manufacturing district for every planet.
