Planet maintenance screen unpredictable?

Synopsis: The planet maintenance screen (building in regions) is unpredictable.

Details:

1. Sometimes, when I click build, the item I had selected to build stays selected. Other times, it gets unselected. For instance, if I pick a factory, then hit build, then hit build again... I suddenly no longer have the factory selected. That particular combination is repeatable. Other combinations are not consistently repeatable.
2. Yellow/orange/red tiles should never be rotated to until all green tiles are filled. On some planets, the "rotation" that picks the next tile to build on goes to a yellow tile. I must either tag it for soil enhancement (then remove that later), or keep selecting other green tiles after every square. Either way, it's annoying.

I don't think these are related; the first happens even on planets with only green tiles, for instance, after the orbital terraformer is available, or before soil enhancement is available. It is very frustrating, because I may have a class 20 planet on which I want to build 15 research labs, and I have to select research lab OVER AND OVER AGAIN. Except sometimes I don't and it just works as expected; I can't say why.

I am NOT talking about the way certain things (starports) can't be built twice.

I fight with this a lot too. I'm annoyed by the way it'll auto-focus onto your build queue--it normally just jumps to the next available tile when you tell it to build something on an empty, but sometimes (rarely, though not so rare as to go a whole game without it,) it jumps to something you've already told it to build and decides to build over the top of that.

And despite the fact that it'll queue something on a tile that's already queued, it won't show you your available buildings list on those tiles. If you want to overwrite that part of the queue with a building from lower in your list of availables, you have to decommission the old project first, which means you also need to monkey with the queue order after setting the new project--if your old project was number 5, and you want the new project to be number 5, you have to move the new project up in the queue. Unfortunately, the game won't let you look at the queue while adjusting it at positions higher than the third.

Since you can't see your available buildings on a tile under construction, an initial colony, a wonder, or a trade good, you also can't check your overall building availability on a planet without totally completed tiles. So, suppose that I want to upgrade an Industrial Sector into a Trade Good, Super Project, or Wonder as soon as all the other tiles on the planet are done building. (This happens over a dozen times per game, mind you.) That I can't queue it yet doesn't bother me, but it DOES bother me that I can't even get a list of available projects/wonders/goods without having to scroll through planets and find one with completed tiles.

And then there's the fact that the "Next" and "Back" buttons don't give you planets in any useful order, such as alphabetical.
