Planet quality bonus and planets acquired through influence

It looks as though, playing with a planet quality bonus, I sometimes get planets that have a higher planet quality than their total number of usable tiles. I am not sure whether this is caused by the quality bonus or by something else. But I should not have a Quality 7 planet that has a total of five usable tiles including the base colony, especially given that I have terraforming and an orbital terraformer.

This is especially noticeable when you have the 25% Neutrality PQ bonus.

Happens all the time for me. In my current game, I killed tons of soldiers invading a PQ16 planet with traditional warfare and it had only 10 tiles!!! Not too happy about that one. I've heard tell of a bug with the orbital terrformer that causes this. I haven't tried playing a game without building it so I don't know for sure. It's a nasty bug and should be on the "critical" list. The advertised PQ of a planet is critical when determining what type of invasion tactic to use. It's also dissapointing when you kill tons of soliders going after a nice fat high PQ planet and it turns out to be a stinker.

Does it still say the same PQ after you first check on it and discover that it doesn't have the right amount of tiles, or does it change to reflect the new value?

Seems to stick with the old PQ.

But either way, there should always be AT LEAST as many tiles as the rated PQ, and generally more (terraforming seems to give a minimum of 3, one for each level of terraforming, to my other worlds).
