Late in the game, it becomes prohibitively expensive to bootstrap new planets, because the only available manufacturing thing is the manufacturing district.
It would be nice if there were a way to build, say, plain old factories, even though they'll later need to be upgraded, to allow for a bootstrapping procedure to cut down on the expense of buying a manufacturing district for every planet.
