You know, I was actually going to watch this episode to give the show one last time, but now it sounds like I maybe shouldn't bother with it. The first two shows were fun. This one is not. I'd rather watch a fun show with flaws then a technically better show that is just not fun to watch. They seem to have somehow forgotten that with this show.

Also, one huge difference between the civ games and Gal Civ II is the way the economy works. In Civ, research, income and production are three completely separate things. In Gal Civ II, every point of science or industry costs you one point of income, although if it's generated through civ bonuses, it only costs half for every bonus point generated. Don't know if it's still available anywhere, but the Wizardry series comes to mind. Also the Exile/Avernum series and most other games by that company. Fallout of course is a great one. Jagged Alliance 2 is more tactical but does have a strong RPG element and you can get all the games in that series for very cheap from gog as well, puls the modding community is particularly strong even years after release. I would caution you that it is only being honest that you only use the campagns from the earlier parts of H5 in ToTE if you own them, since otherwise you are not paying for that work. Just my opinion. Also the Enlish site I linked to has everythign the French site has, in English.

http://www.celestialheavens.com A useful HOMM website. You can find campaigns and such. I'd recommend the unofficial manual and the skill wheel. By the way, many of the campaign scenarios don't feature city building, even though that is still a major part of the game, so that might be where you're confused. I'd still recommend getting all three parts if you can.

After you've played 3, you still might want to consider looking at 5. Five has a much more detailed hero advancement system and a TON of new special abilities for the various creatures, plus the second expansion is stand alone, so no need to collect the whole thing if you don't want to play the campaigns. I also like the special abilities each race gets. But it does take after 3 heavily, and 3 is a fantastic game, no doubt.

You're also confusing the production slider's function a bit. The sliders determine the percentage of total maximum production for your planets. That being the case, 2 factories produce twice as much as 1, no matter where the sliders are. Same with research.
