I think this is an interesting idea, and I also like the idea of it only being for good-aligned civs. As long as it wouldnt lead to a significant increase in micormanagement, I like it. I think adding the requisite effects to already existing techs might be the best way, or just adding one new tech. Definitely a very direct reference to that classic game. SC2 was one of the best games ever.
