I think there should be a team submission bonus, but not an individual one. As someone noted before, this might encourage people to submit earlier rather than have nothing for a month, then a flurry at the end. When you are playing with minor civilizations, do their home planets take up one of the habitable planets generated, or does it add more habitable planets above the normal count (one for each minor civ homeworld)? This would really only be significant on smaller maps.
