I've always been in favor of breaking ties, and I think the 7 ties for game-speed illustrate well that they should be broken in some way. Submission time is a good way to do that in my opinion. Sentient species taste better...

I both like & dislike the idea of the captain submitting for all the members of the team. One one hand, it would make being a captain more interesting, and lend the position some actual functional control. On the other hand, it could make team-members feel like they have lost some control, and that they are less important. I think though, that with a capable captain, these things wouldnt be an issue. Personally, I would discuss strategy and what games to submit with my team members before do
