I had a similar issue. I nearly screamed at my computer "WHAT I DIDN'T CHEAT" and was generally flabbergasted.

Tried the latest patch...er..nada
I have attempted a clean install to 1.1 b4 to no effect. As for the turn slowdown, the performance issue (for me anyway) remains constant unless the camera is stationary.(I mean perfectly stationary)
Starbase weaponry is meant only for defense if the starbase is engaged directly by an enemy fleet. It is not meant to take pot shots at enemy ships. Like the topic says, I am looking for opinions on planetary defenses. Currently they seem to be not very useful given their (relatively) extreme manufacture/build time, and most wars will (sometimes anyway) be over by the time the thing sees an end to construction. I can confirm this bug. Arceans loved freighters a little *too* much in my game, resulting in an extremely weak navy otherwise (also contributing to their extinction).
Ok, did that. When perfectly stationary (no camera movement, perfectly still) I get around 28FPS.(spikes to 30) - I really have to be perfectly still on this. If I bump a border, forget it. When moving the camera, I drop to 5FPS or worse. Down to 2 or 3.
OOKAY, more testing and results. (I hope you guys nail this one, 'tis annoying) (Metaverse) 1. Attempted deletion of ships folder. Result: nothing. 2.Reinstalled Galciv2 to get rid of Kryo's hull mod, as per instruction. Result: negativo. (non metaverse) 3.Attempted playing outside metaverse. Result: similar (see: bad) performance. Also see previous attempts.
I was playing metaverse...I haven't tried stand alone for some time. EDIT: I've been using Kryo's hull mod, but I don't think anyone else is experiencing a similar issue in that regard. Further, I seem to recall having the issue prior to using the hull mod.
Tried that. It seems to occur on every map size for me, anyway.
I tried beta3 and beta4. Both have met with similarly horrendous performance.
Good news and bad news. Good news: I think I isolated the problem. It is the patch. I reinstalled a fresh copy on my other drive and it seems to run decently, if not good. Bad news is: IT IS SOMETHING WITH THE PATCH. PLEASE INVESTIGATE.

Anything below 5 = no factories. Period. Every other planet - 2 factories, minimum.(Even research worlds) There is much upgrading being done, and the factories remain useful and effective as the game goes on.
From the lowest setting to "Bright" the AI runs at a reduced manufacturing capacity and does not have strategies to counter human actions, but when you get closer to bright more strategies become available. At bright, all strategies are available and the playing field is even. Everything above bright has a penalty against *you* in production, if I recall.
Yeah, Torians seconded. I almost got culture rolled until I struck their capital world out of pure desperate survival. (Which turned it around) - Altarians are also annoying in this regard. The Yor also concern me, given their manufacturing talent. (They always seem to have big fleets, but they seem to be trustworthy)
I was a fan of missiles and beams since day 1. Never mass drivers though, I think it's because of the effects. (If they looked a little more like the railguns in Eraser, we'll talk) (Note: I didn't go too far in the tree, so they could still look like those)
To reiterate, I *really* hope Stardock takes this seriously and investigates. Even a word would make me happy.

I agree entirely. I think they started off good making the large ships slow and the fighters "darty", but the attack patterns are pretty random and wild.
