Sorry, but you want the game changed for your own satisfaction in controlling how others play it. And by "a stupid game" I mean that it is a game, pure and simple. It is not that serious of a thing. No lives hang in the balance. Empires will not be toppled. No personal harm can come to you if someone else cheats. Why is it such an issue?

Posting the contents of your debug.err file would be more helpful. C:\Program Files\Stardock\TotalGaming\GalCiv2\debug.err That will show more of how rthe game is setting up, as well as the DXDiag essentials.
Why do have such a control issue with what others do while playing a stupid game? Do you try to control everyone in your life to such an extent? That is unhealthy. Your money would be better spent in therapy.

Why even ask for help if you are too lazy to go through the steps? Here is an easy one. Post the contents of your debug.err file, found in your main game folder - usually C:\Program Files\Stardock\TotalGaming\GalCiv2. You can open the file with Notepad and copy/paste the contents in the post. That might give a clue as to why you are having problems. It could be as simple as trying to play the game at a resolution that is different from your desktop resolution.
Well, what I would like is the ability to halt production on one ship and start production on another without losing the production time on the first. I build my warships until they have 1 week to complete, then halt production until war is declared on me. It saves me from having to maintain a fleet of ships in the meantime. Usually after I get my resource starbases loaded up I'll start with warships. Then I get them to 1 turn away from completion and stop production on them until needed. I don't like the cost of maintaining ships, so I wait until war is declared before rolling them out. And if the AI builds bigger than me in the meantime, it is an easy matter to upgrade them or build larger hulls quickly. I don't know what you guys are doing but the latest updates have completely disabled my game. I just did the new update this morning and the game appears to load and then goes back to the desktop and nothing happens. Galciv.exe shows in my task manager and it shows that it is running but no game. I have to end program to get it to quit. Please correct this as I really like

When you upgrade it is a good idea to go into Options and check all the settings. If you can't get into Options try editing the Prefs.ini file so that the game res is the same as your desktop.
Your video drivers are nearly 3 years old, so they may not support DirectX 9.0c. Your audio drivers are nearly as old. You should update both if possible.
You should try to update your sound and video drivers. They are over a year old. This line might provide a clue: Debug Message: Refresh rate: 0 Maybe running full screen instead of windowed would be better.
Another thing about higher population planets, they can fend off multiple enemy troop transports. With 5B on a planet you will be lucky to resist one transport. With 15B you can take on 2-3 without much problem, especially if you have some planetary defenses. 15B is where I like to keep my planets at. They still only need one entertainment building along with a stock market or two to keep them happy at 80% taxes.
I don't know if it will help, but have you gone into your driver settings and changed things like triple buffering, setting things to application default, that sort of thing? Maybe even trying a lower resolution (both desktop and game, since they should match) to something like 1024x768? That video chip might just be too old, too.
Getting at least 1 stock market on each planet can really help bring in the cash to fund those buildings, as well as keep up the approval. It helps if you can snag an economic resource, too.
Well, like I said, I have seen the problem surface mainly with a single program before. So it is not as farfetched as it may sound. It is easy to check. And that debug you posted was very long. You went for quite a while before it froze it looks like. So while it may be something in the game, it could also be that you just reached a point in your ram usage that hit a bad transistor. As long as it is a second physical hard drive, and not a second partition on the same drive. Although, on mine I have the swap on the D: partition on the same physical drive because it happens to be at the front of the drive. It is HP's storage partition, which I deleted the files from. Some motherboards don't like that third bank filled. Have you checked for a BIOS update? Also, some ram chips work better in certain motherboards than others. My own machine is a prime example. I bought some Crucial memory and the computer would not even boot (and yes, I did try a different stick of the same brand just to make sure it was not faulty), replaced it with a different brand with the same specs and it was fine. That was no canned response, unless it is from a newly formed can. You may also have a marginal ram chip. If you have 2 sticks of memory you could try removing one at a time and trying it. You get a performance hit for sure, using only half the ram, but it is an easy check to test for a faulty ram chip. You probably want the total size of ram+swap to be at least 3GB. I have 3GB of ram and a 768MB swap file. I have seen my memory usage get up to around 2.4GB while playing GalCiv2 on the huge map with 7 or 8 races.
