It may not have updated correctly; your debug still shows it as version 1.0. That is assuming that this debug is from a game begun after the update. First thing you should try is uninstalling the game. Then reinstall it through Impulse - NOT from the CD. Installing from the CD is a wasted step, since nearly everything is replaced with the update.
Set your game resolution to match the desktop resolution. 1024x768 is probably causing a problem for either your monitor or video driver.

You can't do multiple prereqs, but you can adjust them to make the weapons come after another line of research. All you would need to do is change the Galactic Warfare 'Requires' tag from 'None', to whatever tech you want the weapons tree to come after. It might actually be interesting to make, say, Xeno Ethics the prereq for Galactic Warfare. That way they would have to get Diplomatic Translators and Xeno Ethics before any weapons research could begin. They would be forced in

Try playing only on battery power, not AC. The CPU usually throttles down when it's on battery, and you won't generate so much heat.
Try setting Background Nebula Density to 1. (Personally, I find the background nebula's to be a distraction. I always set it to 1. Well, recent means those threads that have the latest activity. If more people post to them, then they should be at the top. You know, you could always simply go to the particular forum that you wish to see. It is only a single mouse click away. How hard is that? You could even make a link to your favorite forum. Sounds like you have an overheating issue. First thing you should do is get a can of compressed air and blow out the dust from the entire case, and especially around the fans. You could also be taxing the power supply, which has a higher power requirement when you are using the video card and/or CPU at their maximum. You failed to mention the wattage of your PSU.
It's more likely that there is no chance of ever meeting any.
