Right now just pray the UP issue about starbase taxation for bases outside of your borders show up, and get that sucker voted in.
I want to do two things: 1) Make it so that only cargo, tiny and small ships can orbit (aka defend) or attack planets. 2) Make it so that transports aren't consumed during an attack. Is this possible?
So I purchased Dark Avatar, got the serial number and receipt and everything. I opened up Stardock Central and entered the serial number, whereupon it says I registered successfully, and please close the product registration dialog. I can access the various sections etc etc... However, when I go to the GalCiv bullet and expand it so that I see Movies, Multimedia, Tutorials, and Dark Avatar (Expansion), the Expansion option still says "Purchase" and won't let me install. <b
Yeah I know about the propulsion system troubles. I'm basically only going to make two speeds, Jump (30 LY range), and Double Jump (60 LY range). I'm removing all the miniaturization techs, and I'm going to make the engines extra heavy and have them double as "support structure" in place of Endosteel, etc.
I've created custom race logos for all of my races, and have properly modified the XML. The problem seems to be that the logo only works when I actually play as that race. When I face the race as an opponent, they have a blank logo instead of the one I assigned to them. Also, in the race selection screen it seems that the only logo that shows up properly is the one I last played. Once I get into the game with a race (even if it doesn't show up on during the selection screen),
I've always been a Battletech fan and as such am currently attempting (in a solo effort) a Battletech (MechAssault) total conversion, based on the game rules from Aerotech and Battlespace. It's in the preliminary stages right now, as the changes I'm first focusing on are primarily the cosmetic ones, but I've got a good idea about how I want to modify the tech tree and ship components. Thanks mambaman - I'd honestly forgotten about this post. I might do one in a game at some point; I actually hadn't considered that before. It may be fun to write, especially considering GalCiv's superior AI and the interesting universe events I see.
Actually if you were to ask me, I'd say this missile test is more an act of desperation than anything else. We all know that North Korea can barely support itself as it stands. To me, this "missile test" is really aimed to make North Korea look bigger and to wring concessions out of scared countries. And the only reason I'd see them trying to wring out concessions is because financially they're in trouble. There's simply no other strategic value in a missile launch that'd piss off
I think Diplomacy is your diplomatic skill. It affects how much bargaining power you have in negotiations. You'll get the best deals when you negotiate with people with the lowest Diplomacy relative to you. Whereas Popularity is how much the other civilizations like you, and Influence is how much voting power you have in the Galactic Council (or whatever it's called.)
You know, if you can't really afford to expand (from tax base dilution), you can always stake your claim to the planet with a skeletal colony force (ie, 1 colonist), and then go back to fill up the planet later. I don't see why that'd cost you too much, seeing as there's no other ways to stake your claims on a planet. Unless you're talking about higher base maintenance.

I never played GalCiv I, so I don't know what it is. Could someone explain it to me?
Simply neutralize their economic advantage, via: 1) building (and fully upgrading, production-wise) at least 1 economic base for each colony. I personally go for 3 or 4. 2) conquering settled planets of evil races, especially ones with capitals (to obtain the planetary bonuses these guys got from their evil ethical choices)

If you're a high-infrastructure (ie, starbases) player like me, tthe Vengeances from that event are evil. They blow up all your stuff before you have a chance to react. I usually don't build defenses on my economic bases.
Actually, the truly scary thing is that they're only "light" cruisers. Imagine one of their battleships.
Does anyone know what the AI effects are during these difficulty levels?

Okay, now I see it. Man, do I feel stupid.
I play in 1360 by 960 resolution (or thereabouts). And I've plain never seen it (after 10+ games), even after specifically looking for it several times. I'll keep looking, maybe I've actually just missed it.
Just play on Masochistic. It's plenty hard enough.
