[MOD] Play all 12 races, with new GUI FR Screen

I uploaded a scenario that pending aproval, its on my site in the meantime.
this is a scenario I simply call Dreadlords, heres what it does:
1. You are the custum race
2. Your opponents are ALL of the other Races, all 10 of them
3. ALSO The Dreadlords are in the game.
4. Thats 12 major races total!! All main races (10) Dreadlords (1) plus you (1)
5. I edited the Foreign Treaties screen as the default would only show 10 races, so now it shows ALL the races on the Foreign Treaties screen. Directions are in the zip file
