And the AI cheats on anything above Tough. By cheat we mean they earn more, start with more, etc. They don't cheat in the sense of create things out of nowhere, get extra research for nothing etc. They still play by the rules, they just get slightly more benefits than you do. Oh, and at the highest level they can see the entire map.

You could always turn the technology victory off. Sure it doesn't help with the AI not stopping you, nor the AI trying to do it themself too much, but if it is a real bother it might be worth playing without it.

Bummer dude. If you are having trouble with serial codes then you might want to look at https://www.galciv2.com/paradox/ to see if it is relevant for you. And if that doesn't help, email support and get them to help you. It is kinda important to them that you get what you paid for. I think the problem is that some votes are more of a scale thing. And so an "average" of what people voted for would make sense. Which I think is obvious that the API for the UP doesn't allow for, as it sees all the options as discreet options. Not a game killer, and one I don't particuarily have an opinion on. Nah you can't. Not with the game as is anyway.
These forums get hundreds of these "hey, do it this way instead of that way" threads. And they all end the same way. It's their game, they made it this way for a reason. even if they wanted to change it, it's too late now. Few people may agree, others won't. Personally I don't think there are enough minor races for this to work, you will lose a major part of the game if you change it that way.
What difficulty where you playing at? If it was the highest level, then they saw it because at the highest level the AI see all. Otherwise my guess would be espionage. They saw your income for the planet rise and decided you where now a threat.

It's a strategy to fight against players who msas research invasion and take planets quickly.
You need to start conquering other races. Take their planets and so on. But 0 planets you can't change. To do this you need to research planetary invasion, create a troop transport, and invade that way (after destroying any ships that are defending the planet with other ships). Alternatively you can overwhelm them with influence and hope that convert to your side or, you can stick with what you have and go for the diplo
