I've seen pirates with 10 ship fleets of mixed large/med/small fighters with a combined 200ish attack, but certainly nothing as high as hundreds of ships! The pirates do seem to be levelled so as to give you a real challenge based on the overall level of the galaxy though, and that's good! Sending all of your freighters to juyst one world instead of spreading therm around CAN be a good thing in two ways. 1) You get a very rich and very loyal (who's going to throw away that much trade revenue?) partner. 2) One route multiple times = very exploitable with economy starbases. Well it's about more than just diplomacy skill, it's about overall relations with the other races. IT works on higher intelligence levels, just less so. If anyone wants to do a quick test, run a new game at max intelligence level with the cheats enabled.
