There's a problem to non-genocidial invasions of planets, and that's assymetrical warfare. A planet is really big. Really really big. There's going to be at worst a billion combatants and billions more saboteurs fighting your army. There's only one way to solve this- massive application of force such as orbital strikes, or converting the populace (cultural and/or information warfare). I have a strange thing going on with GalCiv after upgrading to the latest patch. When I start, the menu has little white lines flying all over it, making the black text on the buttons (only, for some reason) have random parts flash in and out of existance as the lines go over them. The same thing happens in game with many buttons. I usually get several per game, but with the Lucky Attribute I've seen a ton. I'm not sure if that's just coincidental or not. Anyone else ever get a crap event? Control + N once if I am completely gimped (like being 30 Parsecs from the nearest star like I saw the Yor's home system end up once. The AI is very sneaky with troopships. They often loop into my fog of war when my faster and stronger but less numerous ships start to move into their territory, and then reappear right next to my nearly defenseless worlds with some fighters to clear out my garrison of outdated Defenders and the like. You might want to make about 3 defenders per planet or so after the expansion phase of the game, just to get your military rating up high enough that the the AI won't declare war for no reason at all. It doesn't always work, but it keeps smaller empires and such from declaring war opportunistically. Well, at first, at least. By then you should be economic and technologically advanced enough to build some cool ships from a factory world and go kick ass in outer space.

Does your graphics card have pixel shaders and vertex shaders? If it's a GeForce4 MX440 as my spider sense tells me, it does not. That will cut way back into your card's graphical sophistication capabilities. I'd recommend upgrading to something newer. I have the same problem, and I will be.

To clairfy, there are two reasons I can think of that you are unable to build ships: 1. You owe over 500 Billion Credits (BCs). Extreme debt will leave your economy focused entirely on paying debt. or 2. You have somehow accidentally set the Military Production Slider or the Tax Spending Slider to 0% or thereabouts.

It is a testament to how good the AI of this game is that one of the features they're adding is a stupider AI for easier difficulties. I have never seen an AI that is this smart beforehand, in fact, most people use AI and Stupid synonymously when referring to difficulties in games. Good show, Stardock, good show. Click the colony ship and right click a destination to move the ship. To colonize, drive the ship into the planet. It will automatically colonize for you. Edit- Um... Make sure the planet is above Class 0 and so is colonizable, too. Class 8+ is good, Class 13+ is great.

Geforce 4 MX 440 is what I have. It has no Pixel Shaders, nor Vertex Shaders, so it won't run textures or much graphics of any sort. It also is a 64 MB Card, which is passable but not by any means good at all. It's suprising it even works with the game. I'd recommend updating like I will as soon as you can, it'll be worth it.

Minor militaries are usually completely unimpressive and they generally aren't allied with anyone. What I would do if it's enough of a problem is just declare war, saunter over, blow up their bases, and then get a peace. Vouila, no more Influence Bases. It also does wonders for getting the Minors to... ahem... surrender Resources that they are holding. Or better yet, just conquer them. That's what minor races, after all, are there for. ; )

Did you place the Influence Starbases on your borders? Influence Bases in the middle of your Empire won't affect anything but the United Planets because their radius (click the base to see it) doesn't touch another race's planet. Did you upgrade the Influence Starbases with new modules from more constructors? Unupgraded Influences Bases provide little if any bonus. Also, Yor have a +100% bonus to Planetary Loyalty. Also, depending upon what you're researching, the time difference might not be noticable. Building a single Discovery Sphere in my latest game only cut down my Tech Research victory's time by an extra week per upgrade from Invention Matrices.

One could rationalize ti as that the Altarians didn't wish to fight you and so made themseelves a vassal race or somesuch to the Drengin Empire. However, gamewise, it's likely you were so overwhelmingly militarized they surrendered before the war even really started.
