Ship Build time: Never

I used to be able build ships. But now it says "Ship Build Time:Never".
The only way to get a ship is to buy it. That costs way too much.

Where is the setting to fix this, what can I do?

How much money do you have? If it is less than -500 then you will have to wait.

To clairfy, there are two reasons I can think of that you are unable to build ships:

1. You owe over 500 Billion Credits (BCs). Extreme debt will leave your economy focused entirely on paying debt.
or
2. You have somehow accidentally set the Military Production Slider or the Tax Spending Slider to 0% or thereabouts.

Another possibility is his military spending is not zero but low and being sucked up by his other planets with greater manufacturing capacity or a focus on military spending. What happens if you set your focus on this planet to military spending?

EDIT: After re-reading your post it seems like your problem is empire wide and not limited to a planet so disregard my post. I'm very tired it is 2:23 AM!
