I would like to see more out of the UP no matter what it is. Whether they simply meet more often (2-4x per year instead of once) or there are entire additions to their implimentation such as the aforementioned backroom dealings. Right now the UP seems nearly consequentless. One other note: I'm playing the 1.0X and when the UP votes on a minimum speed for constructors, it makes that the maximum speed as well. By mass, the galaxy is the largest official ship in the federation (if you do some math on the dimensions it has roughly 3x the internal volume of a soveriegn even though its official mass is only about 30% larger). I also have a question about capitols for someone more knowledgable than myself. If I grasp the games mechanics correctly, it does no good to put a capitol on a resource tile with the appropriate bonus... correct? Heres my guess at why, those bonuses only apply to the amount of the appropriate resource which is produced (morale, tech, manufacturing points, etc). I'm playing on the step above challenging (tough I think its called...) and (with a spot of luck here and there) got a significantly better grab than the AI at the beginning. Just follow the above steps about buying out 3-4 straight colony ships and at least one manufacturing plant at the beginning and you'll be alright.
