Currently the Diplomatic screen you can't do much more than trade. It would be nice to be able to submit proposals to the UP. Also many of the UP proposals should be broken up into two parts. For example, instead of "How many trade routes should evil races be limited to? A: No limit, B: 2, C:4, D:6" ask "Should evil races have their trade routes limited? A: Yes, B: No" and if Yes wins then ask "How many trade routes should evil races be limited to? A: 2, B:4, C:6"

Does it show the PQ as well? No. In GalCiv I (the human always played Terran) and the AI knew where all the best planets where but this is not the case in GalCiv II. I'm more interested in changes that affect game play such as AI improvements, dipolmacy improvements (e.g., allowing submissions before the UP, etc.) than more eye candy. My concern is this will fragment the community further. Already there are ship designs using the CE content (I purchased in Dec. 2005 so I have this extra content but others are not so lucky). I would save the ship pack for the expansion pack (and include the CE content)

I say bundle the expansion with the original game for $10 more than the original game price. Allow current customers to download the expansion from SDC for $10. This solves the retail space problem of not having to stock both the original and expansion without leaving existing customers out to dry. Also it will prevent potential customers from waiting until the expansion comes out before buying by making it easy fro them to upgrade.
