There have been 2 things that has bugged me in GC1. The first was that the Senate had little point to the game other than determining if you got your party bounus. The next is that a player has complete control over the economy. If a player wants to put 100% of the econony into research then he can. That seems so unreasonable. So taking the 2 issues and putting them together I realized that there is a great solution. Make it that each political party has some control over the economy based on their level of control over the Senate. Now by control I really mean limit from a players point of view. Each party should have a fixed way they should want to control the economy that is known to players. A simple example would be that the War Pary would want 100% of the GDP spent on the Military, but it could much more complex with each party wanting the GDP split in various ratios between the 3 spending rates. (In reality the War Party might want 80/10/10 or such, but we will stick with the 100% military for ease of use.) Now that we know how each party wants to spend the GDP the actual amount is based on how much they control the Senate. So if the War party control 10% of the Senate then 10% of the GDP would always have to goto Military spending. That is the simple part. But to keep things fun for the player the party they belong to gives them complete control. So if the player chose the War Party at the begining of the game then the amount of the GDP that the War Party controls is dropped and given over to the player. So at the begining of the game a player has complete control of the GDP, but as the game progresses and they lose some control as a form of fixed spending is introduced, but one that also changes based on the amount of control of each political party.
