What happened to t4ech "impossibleTech".

I see the following debug error message:
*DEBUG ERROR: *** Unable to find required tech ImpossibleTech for Starbase. ***
I would think this would cause problems with building starbases, but I have not yet tried to do so. If this message is innocous, please let us know.
