You need to have an XBox to do this...or something special? I didn't see anything for pc...just wondering.
You can download the Xbox music player for the PC. However it does say for win 8.1 and nothing about any other OS.You can also download the app for any smart phone. After that you have to say OK to all the permissions Microsoft wants. Nothing if free along these lines. Microsoft gets something out of this even if it's the persons information. Also if you read the reviews from the app seems many people are having problems that have tried or use it. It appears from reading Microsoft is hoping one buys all the other music they are listing.
So it can be done if you want to try it.
I've not had any issues using the Xbox music app on Windows 8.1 and I don't know of anyone else that has. Under Windows 8.1 I log into the Xbox music app using the same login that I use on the main PC login and outlook.com. Then download the Xbox Music Deals app and you'll see all the freebies that Microsoft are giving away. 50 albums e.g Katy Perry, U2, Elton John, Maroon5, The Who, Kanye West and many many more. No credit card needed and no catches that I can see.
Therefore, there are no reliability issues that I am aware of - albeit that the servers are being hammered by all those trying to get their freebies plus Neowin are reporting a DDOS attack on XBox - click link to see latest on attack http://www.neowin.net/news/xbox-live-is-having-a-few-issues-likely-from-a-ddos-attack
Microsoft already have my details that I signed in with so they are not asking for any more permissions then that I have already given.
For me, this giveaway has no hidden agenda from Microsoft apart from trying to entice you to make future purchases from Xbox music instead of going to iTunes or elsewhere.
