GalCiv 2 ultimate crashs every time I right-click on a technology in the tech tree

Just as the title suggest, my GalCiv 2 ultimate crashs to desktop EVERY TIME I right-click on a technology in the tech tree,

is this a bug or that's just me?

this is REALLY ANNOYING.
