TA - Secret Police Centers and no empire wide bonus?

Playing as the Korath (Endless Universe 2.02.010) I built the Secret Police Center but it didn't give me an empire wide morale bonus of 20%. I can't tell if the bonus was applied to the planet I built it on though, because I already got 100% there.

It never has. It's always been planetary morale (in my experience), making it essentially useless.

Seems like it'd be worth fixing, though.

Hmm as far as I know there isnt any "empire morale" is it? And what would that be good for? All I know there are morales for each planet from which is computed overall informative morale number (under reseach in hud, civ management etc). So if you have planets 20%, 50%, 80% you overall is 50% ... building morale boosters on 100% planets wont improve anything ... Logic still applies

Yes and no. Civ-wide approval is not an ability, but was supposed to be (hence the Secret Police Center's description).

The approval bonus granted from having a planet at a PQ greater than 10 is approval rather than morale, but is planet-level only.

Technically all "morale" bonuses (racial bonuses from anomalies, customization points, techs, trade goods) are "civ-wide morale", whereas the improvements themselves (virtual reality center, et al) are planetary morale.
