While playing as the Yor with diplomacy 73% (thanks to Diplomatic Translators), I tried trading "Impulse Drive" to the Iconian Refuse who were only 1 turn away from completing their research for this tech.  They would not trade "Space Weapons" alone but when I also asked for their "Missile Weapon Theory" the trade went green and I could also add 234 BC!  Removing "Space Weapons" or "Missile Weapon Theory" did not alter their money offer for "Impulse Drive".
