Sudden Loss of Treasury

Without any action from me, my treasury suddenly went from having about 6000bc to about 4000bc in the hole, so I had to turn off all spending and use up a lot of turns to get back to a positive treasury. Is there something in DA that the game just hits you with a 10000bc loss as a kind of wild card? The only possibility I can think of for this happening in my game was that the galactic union had voted for compulsory trading of techs and I picked up about 8 techs automatically, no action on my part, no trading screen, just new techs showing up on the screen....is this a common feature of the game and do you have to pay for these techs thereby depleting your treasury?

Check what your planets are currently building on the colony maintenance screen. The new tech might have triggered automatic upgrades on buildings or terraforming, which could be expensive if you have a large number of planets. That's about all I can think of.
