I've been seeing this behavior since a November update to DA. If your firewall asks you when an app requests Internet access, you'll get the pop-up every so often while you're playing TA regardless of whether the check box is selected.
My guess is that there are far too many more important items on the TA dev agenda right now, but it would be nice to know that this problem is on the list for the overall 2.0 update.
