During my very first game of the Beta some weeks ago, before TS were introduced I saw the UP vote to ban the use of TS.

Now this seems all and good, but IMHO there should be an emergency (or next UP vote) once someone starts to construct a TS voting if they are allowed to build it instead of flat-out banning the use of one for everyone.

This would eliminate the most hated militaristic races from making one yet allow the more peaceful diplomatic races have them on hand just in case they would need to resort to it.

Or perhaps in GC3 (I think this is where it was mentioned for) when you can propose UP votes, you could "apply" for the right to build one. This way, the races who want one, yet still want to be civil about it can pick one up...and the races who just want to lay a smack down can just leave the UP and build it anyway.

None-the-less, I've had a ton of fun with TS so far in my Beta testing.
