Not really, no.

The AI. It would be stupid.

Given the types of weapons and defenses in GalCiv, tactical battles won't add much to game play, in my opinion. The A.I. basically focuses firepower on the weakest ship until destroyed, rinse, repeat. Not much you can do to improve tactically. There are no topigraphical considerations as in say, a civil war battle game. It's open space, so you shoot and shoot until something goes blewwy.

You may be harkening back to the tactical battles in Moo2, which were a lot of fun. The main difference here is that in Moo2 the weapons were so different that they had to be played tactically to be used effectively. For instance, the statis weapons which froze enemy ships while the battle raged around them, or the cool weapon that inflicted damage by spinning a ship out of control. These types of weapons require specific tactical decicions to use effectively, since they were usually a part of mixed fleets with each type of ship performing a unique function as part of the overall battle plan.

AAh but simple tactical ground combat would work!!
Or at least throw a few variables such as using the most abundant terrain type on a planet to label it as x terrain then having to train soldiers in that particilar terrain type or the current exotic world configuration.Say to have a decent advantage to invade an ice planet you would have to do research on that invasion tech.And have particular worlds negate certain invasion perks using different invasion methods.
