I'm not sure if the circumstance I have observed is a bug or not. It may be intended design, though what I considered the logic of the special ability would seem to argue against it.
PQ+ Ability. First let me say that I have always considered the logic of the PQ+ ability to be that the simulated race was being portrayed as singluarly "in tune" with environmental issues and earth sciences, and thus was able to get "a bit more" out of each planet. Think Switzerland.
I have noticed that on a marginal planet with low PQ, initially below the threshhold for the PQ+ percentage boost (PQ 1-4), when the improvement technologies raise the PQ to a level (>PQ5) where the better "land efficiency" of the PQ+ ability race might be expected to have noticeable impact, there is NO bonus to the planetary PQ.
My quandary with regard to this is: I don't know if this was intentional design (and therefore my concept of what PQ+ bonus represents is wrong), or whether it is development oversight based on the fact that it wasn't an issue in DL, when planet improvement techs had little impact on marginal planets.
I think the player who has paid the rather exhorbitant cost for the PQ+ ability should be able to squeeze a little more PQ out of those improved marginal planets, also, not just the ones that were great to start with.
