My New Favorite UP Vote (and possible bug)

I got the UP 'give tech to less fortunate civs' for the first time. The number of techs agreed upon was 3. Great, I thought, 3 free techs. But no, it turns out that it is 3 techs from each civ. Then they started rolling in. 1,2,10,20, and so on, until I had received 57 techs. 57! Granted, the overwhelming majority of them were low-end techs that I had jumped through trading, but still... Then I did the math. 57/3=19. Something wrong there. The most civs available in a game (majors and minors), and not counting myself of course, is 17. Where did those extra techs come from? Has anyone else had this event miscalculate the number of techs given, or have I simply overlooked something?

I forgot to mention that the Dread Lords are in this game. I honestly can't remember if they spawned before or after this happened. If they were around at that time, and are counted as a participating civ, (given their nature, I don't think they should be) that still only adds up to 18- still not right. If the game is counting me as well, that would put the numbers right, but how can I give myself techs that I don't have?
As long as I'm posting, I will mention something else that I have noticed. The game occasionally (rarely) displays the ship icon colors incorrectly. I saw the Thalans invade the Paulos with a transport that was obviously the color of the Altarians. I saw it again, a bit later in the game, with another civ, and another color. ( I can't remember which) Not exactly game changing, but something I thought I should bring up.

i only had that UP issue passed once, and i didn't do that math. perhaps there were dead minors or something? a pirates event?

It very well could be the techs that were chosen to be traded were higher chits on the research chart... thus you automatically received the precursor techs. For example, the random tech chosen was Warp Drive V (and you had no warp drives at all)... then you'd automatically inherit Warp Drive I-IV techs since they're precursor's.

Another possible scenario is if you have the creative ability you might also get a couple of extra techs in the trade if that's a spin off of 'researching' / discovering techs.

Actually, most of the techs were precursor type techs. I tend to leap up the tree through trading, and I think that the AI was filling in the blanks.

Sorry, I don't. I play as the Terrans, and 'horse-trade' for the more common big ticket items, using research to gain techs more specific to my present need.
Thanks for the replies. They were well thought-out, but it seems that this situation will remain a mystery for awhile.
